I was fortunate to find an eBay seller that does the same level of refurbishing that you described, and purchased an OptiPlex 7010 SFF late last year (Oct' 22). It's my current project computer and I've been having a lot of fun upgrading it.
I put a used/refurbished DELL 7070 on order. When I received it, I was surprised when it was absolutely clean inside out and came with no damage what so ever, and it had the fresh smell of something clearly brand new. It had turned out that despite the supplier saying refurbished units were in stock, at this time they were not, and so things were delayed a bit while the supposedly used but refurbished version I had ordered was replaced with a brand new untouched unit. Anyhow, it came with an i5-8500 CPU, 16 GB DDR4 ram, WiFi/Blu-Ray, and Win10 on a 1T HDD. After upgrading from Win10 to Win11, I added a Samsung 980 Pro 500GB PCIe 4.0 MVMe SSD and transferred the HDD contents on over. The 1T HDD was then disconnected but is available to provide OS backup in mere minutes if the OS on the Samsung 980 Pro is at some point being corrupted. I also upgraded the system via adding a PowerColor Radeon RX 6400 4GB GDDR6 PCI Express 4.0 Low Profile Video Card. So far, so good.
These are great PCs for regular everyday applications and the company that did the refurbishment cleaned it up to pretty much brand new. I was very pleasantly surprised.

Could this cpu, paired with 16 gb ddr4 ram, 256 gb ssd m.2 and a 1650 gtx be enought to do: web design, use photoshop and ilustrator and run some electric and electronic circuit simulation apps? I am on a budget
You would probably have to use the CPU in a different build to add the 1650 (keep in mind that its only 4GB VRAM). I think that CPU is also a bit old to take advantage of M.2 and DDR4 memory but a Sata SSD works fine. You probably want to be looking for a sixth or seventh gen i5 or i7 set up to take advantage of DDR4 and M.2 . eBay or maybe Ali Express should have some options instead of this one. This set up is also much cheaper on Amazon in January '24.
@@ThatPaulGuy if it was the i5 6500 or i7 6700 Will be enough to do the things that i have described in My post, plus In addition to that I also plan to use it for PCB and PCL design (simple things for a university student), use of control and automation systems apps (also simple things for a university student), project management applications and a little of programming with arduino and assembly language. @@carlosalbertomunozgiron6089 Those will be plenty to handle what you are trying to do. The main reason for going with a sixth gen is that you had said you wanted to use DDR4 and m.2 that were only supported from sixth gen and after.

You might, if you want true fidelity type reproduction for recording but size will be a concern because of the width of the case. There is no HDMI for an external DAK, so unless you are okay with USB, a low profile sound card might be in order. I didn't test a lot of the sound settings, unfortunately, because I was getting sound through the HDMI with the video card.
