LMIA should only be premitted for top skilled jobs. Govt. should create local talent for lower skilled jobs. Someone can't be given refugee status just by illegally entering the system or declaring himself as refugee. Lot of unskilled, ill-mannered people from Punjab (India) declare themselves as refugees and enter here. They are a nuisance. Hope govt will realize one day...collecting garbage is going to ultimately hurt Canada.
