I am guessing they went in hard from the start. There could also be other factors in play that just naturally proved an obstacle for the hornets. Or maybe they missed a nest or three and we’ll maybe see them again in a decade or so.
For all intents and purposes, looks like this is true. In the 90's they got rid of the 50 year rule to determine if a species has been extripated (extinct from a region). The new rule is that it can be declared extripated if there is no reasonable doubt that the species is gone and will not be rediscovered. It also seems like this species is eradicated from all of north America (Wikipedia source).
