I'm not sure Golden Dragons or Higher Vampires belong on this list anymore than Cleaver or Whoreson Jnr. In fact I'd argue strongly that both of those are far more deserving of being called a monster than any Golden Dragon. In fact this opens up a philosophical point because most "monsters" are just animals acting according to their nature, the worst monsters are the Whoreson Jnr who carves up young prostitutes for his own sick enjoyment, or Hemmelfart, whose church is responsible for countless murders of mages. Humans have a choice to rise above their baser instincts, animals do not.
The difference is that Humans, Elves, and Dwarves generally all consider these creatures to be "monsters." While you do have a strong philosophical point, perception creates reality. So when large groups of Elves consider Humans to be monsters, Humans are collectively viewed as monsters, by those Elves...and the opposite is also true. However, all Humans aren't monsters, neither are all Elves. But when they both agree on a creature being a monster...that creature is, from then on, a monster. And any creature that harms the people of The Continent, whether by choice or by nature, are naturally considered monsters. Precisely because of the result of their actions, regardless of intentions.
What Monster should be in this TOP?
Another good enigmatic monster you could have mentioned was the sea serpent. Vypper was also a good choice.
