    Ukrainians were placed in seaside hotels when they first arrived, and provided with daily allowance and food. Of course thks cannot go indefinitely. I have seen pictures of accomodation in France, which are basically an indoors stadium partitioned into tiny cubicles with a narrow bed in each of them. Bulgaria really offered a lot, particularly given the per capita GDP... undoubtedly this could and should have been handled better by the government in terns of communication, advanced notices and transparency about the next steps, locations and conditions... but let's also give credit to Bulgaria for what they have done

      Over 800 refugees are on the Méditerranée, a ferry docked in Marseille. One bar used as a day-care centre, car and lorry space made into a gym and soccer pitch but still smells "garage", signs/announcements in Ukrainian, French lessons, other social and psychological support. Ferry due to return to normal service in mid June.

      EU has given Bulgaria 160 million Euro. Corrupt Bulgarian politicians and their cronies have taken the money. Now the Ukrainians are blamed and kicked out.

      @Elena D People were offered work, some started many stay like this. There was anger from people in Bulgaria because many people were with expensive cars, meaning they didnt really had trouble with money to get those 160 million so it isn't that much of a shame, not from us.

      @Elena D Ok, for the last months in Varna the port where there are restaurants were almost every day full with those cars and ukrainians inside eating, they are not of rations or some shit like that, they have credit cards etc.. I don't joke with this shit, this is what we saw, I don't care for the money, they are EU ones but we try to be fare, we don't live in a country you can throw money around and we see politicians do so but these money now are quite wasted on people who don't need it. They came becuase they know what it is here with all the food and hotels like is vacation until the war is stablelized, obviously not everyone need money, some need it more here but not the rich "refugees".

      But they are welcome in Bulgaria, only have to move from Hotels so they can make money. Refugees have to be sheltered somewhere else, and I'm hopefull Bulgarians will help them, just in a different place.

      @Prathik Not only the Romanian but also the Bulgarian government can afford it. These are not the bankrupt countries of the 1990s. We may be the poorest in the club of the rich, but we are rich enough to be able to afford to shelter and feed hundreds of thousands of refugees for a long time. The latest military orders from Bulgaria and Romania alone (for planes and ships) are worth billions of euros.

      great news... Romania! Love the way certain east European countries brag about the hospitality but for some reason all the socalled refugees quikly move on to the west, whether from Bangladesh, Afghanistan, Syria or Ukraine.

    Well, i was a refugee in Vienna in 1981. Couldnt speak German langugage but found myself a job as a cleaner and was able to support myself while living in crammed conditions with other refugees. We rented a two room flat with 4 people who didn’t know each other living in one room. I am not saying that it is fair to not help, but what is wrong with container accommodation ? The weather is warm, they don’t have to pay and it’s time to take responsibility for their own life and start thinking how to go about it. Unless someone is disabled or old there is no excuse for not doing anything and sit in hotels by the sea. Bulgarian language is a bit like Russian so they communicate too.

      You mean ship containers? It's not a good idea to live in them, almost all of them do not track if at some point some toxic substance was transported in them.
      Prefabricated shelter rooms seem like a better alternative.

      It's clearly stated those are buffer camps, ukrainians were there for 24-36 hours maximum, then were RELOCATED in mainly mountain resorts with great nature. Video is a bit misleading.

    They should move to canada as Canada is paying for flights and take as many as comes.there is no limit also they will be provided one time $3.000 dollars payment and half house rents and 3 years they can work and lots of jobs here.

    At the beginning of the war thousands of Bulgarians offered their homes to the refugees, many of whom traveled to the Ukrainian Border to help refugees with free transport to Bulgaria, Bulgarian government did as well organised free transportation from Kiev, Odesa and the border checkpoints on Romanian and Ukrainian border. On grounds in Bulgaria the majority of Ukrainian refugees refused to stay in the province of Bulgaria, work was offered to those who can work but still they refused this to. Charity organisation and Government also offered language courses but also not many participated. Free transportation was offered to any part in BG with the trains. Collection points was established for food and everything else that was needed. Nevertheless, the hotels also opened their doors which was good as at least the heating was provided and hot food but from the very beginning refugees was told that hotel service will be provided until the summer season as those hotels need to fill their rooms with tourists and made some money after all. Furthermore, the government told them that after the end of this program they will be taken to hotels and government owned establishments in the province and will be supplied with what they needed.
    As sanatoriums who are fully medically staffed many of which have hot mineral water baths and pools and are used for different medical treatments where designated for elderly and people with disabilities, The other establishments was designated for people with good health and are still. But the refugees play the card of not knowing but this is not the case as even Ukrainian charity organisations run by Ukrainians were telling the people this. Furthermore, also jobs, language courses for free were offered but those were refused because Ukrainians wanted to stay for free within the Black See resorts, and those hotels were receiving 20€ for a full board service per person which to be honest those 20€ are not enough to cover breakfast lunch and diner , room and all Bils to be payed such as salaries to staff, yea salaries to staff as In many occasions the refugees refused to help the hotel owners by providing some service. Never mind, when the process of relocating the refugees included temporary refugees camps were they did not have to stay more that 3 days such as one showed in this video in town of Elhovo and in reality the 99% of the time this camp was used only for a toiled stop as the other busses was waiting for them excluding one night when the group did have to stay there for less than 12 hrs as busses were parked at the establishment early morning in the next day. Moreover this extremely short time spent in this camp they started to call taxis and travel back to the see resorts which some of them were 100s of miles away.
    Last but not least after all what Bulgarians did to help them, two weeks ago I witnessed two Ukrainian children who attended to speak Bulgarian with other Bulgarian children while playing and their mother called them eminently and told them not bother again to use Bulgarian language or play with monsters, she called a little children monsters. I did asked her in why she is saying that way and her not knowing that I am Bulgarian told me that Bulgarians are monsters because they use Russian language when communicating with her and not Ukrainian, which I believe is a nonsense as she did spoke Russian to her children. It is a shame when someone goes beyond everything to help you and then to call those people monsters.
    I want also to note that not acted in this way but unfortunately the a lot of refugees acted in such disgusting way and additionally I want to highlight that the both languages are very similar to one another and therefore it is very easy for them to learn Bulgarian.

    That's why Ukrainian refugees need to be fully integrated into our societies. Kids need to go to kindergartens and schools, and adult need to go to work. A refugee cannot stay in a seaside hotel for free for ever. It is not sustainable given the sheer numbers of people who have had to flee Ukraine.

      War won't end that quickly. Look at Chechen war. It lasted years and it was just one region.

      At least some program to find more affordable accomodation needs to be found. Many local residents will feel annoyed if it is many months giving 22 dollars a day for such a large number of people. Many Bulgarians live on less per day. I think the lowest legal wage is 9 Euros per day if working full time.
      Maybe also placement in areas with skill shortages where refugees can work part time to help the local economy lessen the financial blow. But the government would need organise such work and only minimal amounts.
      Those who dissagree should offer their own money to suppliment the remaining 14 Euros per person per night at those sea side hotels. I bet you they wont offer it. Easier to spend others money.
      Also there should be a program to encourage Ukrainians to go to western Ukraine to live and work. Maybe temporary accomodation can be set up and again they can work in their country to help with the war effort or just fill those jobs usually filled by all the men who went to fight in the east. Lots of planting needs to be done to feed the nation and the world.

    #RadioFreeEurope Your report is insulting. Bulgaria is the poorest country in the block. Our middle salary is like 600 euro, and a loaf of bread is 0.8 euro. Why we should give a 5-star free stay during the tourist season on the black sea? Is this a human right?

    So many commenters seem to have missed the point of this article entirely. It’s about organisational failure and deflection. Forgive me, but I find it difficult to believe that refugees have any say in where they are placed when they arrive. The hotelier has done their best to help until government funding was slashed. I didn’t hear any complaints from the refugees about being moved. The only negativity came from the politicians ‘suggesting’ that the refugees are too demanding. With $160 million to help curb that ‘demand’ is their downright rude ‘suggestion’ a deflection for ‘they find their own jobs too demanding’ during the current events?

      From their very arrival they knew they can stay in these hotels until end of May due to RESERVATIONS. These hotels are businesses first and temporary shelter second. They are more than welcome to return to them in three months. Until then they gotta make do with what alternatives we have. Had the war happened later they could've had September to June in these same hotels. No country was prepared for this kind of situation and certainly not the 6th poorest country in Europe.

      @@connorkenway09 in regard to the hotels that sounds very fair to me Aaron, and I’m sure no-one could disagree with you on that. As per my comment I think the hotels have done their best to help out in the situation. They must return to business of course, especially since government subsidies are no longer viable for them. You’re right too that it’s a difficult situation that no-one could be prepared for. The thing that I take issue with is when the leaders of an entire country start painting all the refugees with the same brush and say that they are ‘demanding’ and that they want ‘luxury stays’ on the beach. For leaders to talk about people in this way, who are in a terrible plight that they had no control over, and when they need help the most, is very poor form and downright inexcusable. Whether or not most people realise, this article was illustrating a deficit in the balance of organisation in this crisis, a responsibility held by the country’s leaders. If more help is needed, hire more people to help. If more money is needed, ask the EU for more money. But for goodness’ sake, DON’T further victimise the victims. Very disappointing.

      @@lilymay7171 subsidies aren't the issue. The issue is that subsidies don't mean profit and functioning economy. We can't ask of EU twice as much as the expenses are and we can't skip an entire summer season of tourism given that a third of the economy is tourism. The subsidies are there to cover the expenses such as bills, food supply and salaries. It's the exact same as the hotels being closed. If you check what happens to countries likr Sri Lanka when tourism stops bringing revenue you realise we could soon be the same. A lot of Ukranians come here and rent apartments, drive brand new cars and generally don't even use the free accomodation. This further contributes to poor people here being cynical and negative about refugees. The current government you're talking about just gave back their mandate and we're going into elections for the 3rd or 4th time now cuz of how bad things are. Far left and far right parties are enjoying this and slowly working their way to over 10% of the vote, probably will reach 20% this time. We're almost as bad as Hungary in terms of support for Ukraine cuz Russia still controls our politics, regardless of who's in power.

      @@lilymay7171 Just to give you some context. The deputy prime minister was stern in her statement because a lot of money and effort went into moving the refugees from the seaside to the inner parts of the country. Many Ukrainians didn’t show up at all so buses and trains left empty or carrying like 5 people. That was thought of as unacceptable because they had ample time to declare that they won’t be needing anymore free housing. When interviewed at the mountain holiday bases some said that they’re returning to the seaside with their car. I’m not judging who’s right or wrong, I just wish people outside of my country tried to at least show some understanding and not lash out whenever we’re not so perfect.

    No offense for the ukrainean refugees but the bulgarians must have the hotells almost in summer ready for the tourists
    They can lose much money if the hotels of the Black sea beach are full with refugees

      Agreed. Especially for the Romanians, and you know it. Traditionally, for us it is the largest and most important group of international visitors. Not to mention Poles and UK people.

    I'm in Kiev the Russians have been gone for ages now, many places in west Ukraine haven't seen any action at all. Europe should be keeping accomodation available only for those who are near contested territories or who have had homes destroyed so those who really need help can get it. Too many western Ukrainians relaxing on beaches in Spain on the taxpayers money while people who legitimately need help don't get it.

      @@chrisb3189 yeah I don't really buy into that who Kyiv thing, in Ukrainian it's Київ we lack the и (russian ы) sound in English, so Anglos never quite know how to say it, it often comes out as 'keef'. I think Kiev is fine, easy to pronounce, and quite frankly, I have never complained about a French person saying Londres instead of London when they are speaking French. If I am speaking Ukrainian I will say Kyiv/куїв, if I am speaking English I will say Kiev. I think people should be able to call place names what they like in their own language especially if it is phonetically easier.

    We can understand the problems faced by Bulgaria on Ukrainian refugees and we symphatise with them..Bulgaria's GDP of abt US$77bil + is inadequate to cover the expenses for extra mouths to feed..its population of abt 7 million is small with land area of 108,560 sq km..the Netherlands is 33,670 sq km, much smaller than Bulgaria but its population of more than 17.6 mil has the advantage in population and GDP size of 925 bil..the people of Bulgaria is commended for assisting Ukrainians refugees ..other richer EU countries should be able to offset the financial deficit and burden of Bulgaria to prevent Ukrainian refugees being taken advantage of by criminal entities

      Bulgaria is fully capable of doing this. It is no problem for the country's economy to shelter 200-300 thousand Ukrainian refugees for a year or more. In addition, over 60% of them have found shelter and care with Bulgarian families and are not in hotels. That would cost us less than our last order for fighters (or warships). More than 5,000 Ukrainians have already started working in Bulgaria. The problem is that Bulgarian society suffers from a lack of empathy and does not take a good look at refugees. The problem is political, not economic.Over 50% of Bulgarians believe that NATO is to blame for the war in Ukraine. The highest percentage in the EU. Bulgaria is the biggest victim of Russian propaganda in the whole union.

      The reaction told from the others bulgarians is true but it is a result from a lot of bots on the internet, they speak of problems for no reason and normal people start to think that something is actually wrong if so many "people" speak up. Your economic comparison is good, bulgarians are kind mostly from built up humility of bad life and bases exist, they arent great tho, not like the hotels on the seaside. If there is hatred it would be against the politicians and the media who talk of the solved problem and given money to the ukrainians but as hard as life is and even worse for bulgarians, for us is quiet on how they would solve the harsher life and how fast.

      They are making money, and they are probably getting tax write-offs as well. The problem they have is they can make more money with the tourist ... that's what it comes down to. Their generosity ends when it comes to making more money ... I really doubt they kicked people out to let them in, more like vacant rooms in the offseason.

    Sounds awful, but Bulgaria is considered the poorest in the EU and one of its biggest incomes is tourism. Tourism is ahat built those rooms they were using, and tourism session is here with paying customers
    Edit: just realized those containers look like the emergency shelters made for them. On the bright side it looks like there were plans to accommodate the war victims

Purchasing power matters a good bit less when your essential needs are socialized and gureenteed, especially if the people can consider themselves content sometimes "lavish" living doesn't make you happier stability and medium quality of life is a very high contributing factor to nation wide happiness

    Well I do understand the decision. Bulgarian economy is based mainly of tourism, so they want to make money, in the best season of the year. Ukrainians can live in refugee camps, there's no problem with that if everything is done properly.

    Understandable, everybody needs to make a living. There is significant provisions for refugees in other EU countries which is currently under-utilised as the refugees have decided to settle in countries close to Ukraine like Poland and Romania and I understand that they want to feel close to home. But these few countries will be overwhelmed with the large numbers - refugee transfer is needed to distribute the load across all EU countries and U.K. Better coordination is needed to make this happen.

    The US program for Ukrainian refugees is they need a US sponsor that financially can support them for two years - If any American citizens want to be a sponsor you can apply at USCIS - US Citizenship and Immigration Services Uniting for Ukraine

    Refugees are all around the world and most will never see a seaside resort much less be allowed to stay in a fully staffed hotel with free accommodations. Sorry to say it, but capitalism moves on every time from desperation and poverty. Corporate businesses aren't built around the idea of charity and governments are not build around people desperate to leave their own countries.
    I feel very sad for Ukrainians, but they're not forced to live in squalid refugee camps in the middle of a desert either. I've spend quite a portion of my adult life being homeless. There were several times a container home would have been fantastic.

    I am with my heart with Ukrainians, but they got 100 days in that hotel. And now owner, who provided them with place to live should go bankrupt?
    I say, owner of that hotel did amazing job, and most of thosee, who are criticizing him, probably gave nothing to those refugees...
    I bet, those Ukrainians were informed, that they will get those rooms, untill tourists period will start.
    Shame on you, those who call owner "inhuman". Shame on you this channel...

      I’ve watched this article twice just to be sure and I can’t see anywhere that this channel has criticised the hotel owner. I’m sure anyone with any decency has sympathy for everyone involved in this situation. Most are trying their best. The Ukrainian lady did not complain. The hotelier’s position is completely understandable given the slashes to government funding. The only person I saw who made negative comments was the politician (and they were rude and assumptive). $160 million can go a long way when used correctly. Perhaps you should be a little more selective with your complaints.

    There are Ukrainian refugees living in tents in other EU countries. While the war in Ukraine is atrocious (as wars are), the countries who accepted the refugees don't owe the Ukrainian refugees a comfy stay at the seaside. A refugee gets the permission to stay in another country, however, that doesn't come with the choice of a hotel reservation.

      How much do you think it costs accomodating 100,00+ people for over three months in a country where electricity for businesses is currently 5-6 times more expensive? We did get more than Poland but our economy is one third tourism. If reservations made are cancelled the entire sector goes bankrupt and you'll see a second Sri Lanka but only this time in the EU.

    Now... Most of you will probably hate this comment but... A lot of people from Ukraine taking advantage of this refugee crisis and they leaving Ukraine even if they don't have to. This does most apply for the ukrainian gypsies. Every country has enought of those but suddenly there's more of them wich make it much more difficuilt. Need to say that the most people in the countries where they migrate to don't want them to be there at all but they are still people. Who don't want work and just juicing money and other support for themselves. At least most of the normal ukrainian refugess willing to work.

    My country Bulgaria is a poor country, I support that all the Ukrainian refugees should receive shelter.
    It is better than the "Syrian" "refugees", who received as much pay as a working Bulgarian.
    We need money from Europe one way or another; tourism is a huge industry for Bulgaria.

Maybe Bulgaria didn't use the money in a wise manner, but gave it to the already rich hotels at the black sea, that now want to have even more... The European Union money raises Bulgarias tax income, so use it wise.

The problem is that after the Soviet Union fell, they weren't purged; now these are the same politicians as in Soviet times. I think Bulgaria needs a strong anti-corruption institution. (of course it starts with education, but especially with punishing corruption in my opinion)

    I don't know about other countries, but as a Polish having access to independent Polish media, I hear there are no legal regulations made for Ukrainians who have been hosted by Polish people and who didn't get the PESEL number, enabling their Polish hosts to be refunded by the state for the costs of Ukranian guests' upkeeping. There is a growing number of Ukrainians in Poland who are threatened with homelessness and poverty in Poland due to that (and in countries more to the west even more so, because of the language barrier seriously limiting their work opportunities and with that a chance to get a job to support themselves), because many of their hosts had been let down by the state and can't afford to support them anymore.
    I can understand the hotel owners' problems here, they have a lot of bills to pay, especially after a long covid-related lockdown etc. That's where the state should step in, but not always does, unfortunately.
    If there is no sufficient intervention from the states inviting and hosting refugees, a life in flight for Ukrainians becomes an affair that is only affordable for the wealthy. Forcing people with limited financial possibilities into either staying of returning to their homeland where they are threatened with death and abuse from the invading army.

    The communication between Ukrainian refugees and our government agencies should have been much better. But people WERE offered other hotels when the initial program ended and no one was left in the street.
    Those seaside hotels should have realized helping people in need is the best advertising and hotels full of cheerful kids are better than empty hotels waiting for tourists. Especially during a war close to the Black Sea where Russia did some horrific things.

      I'm wondering why there aren't more covering the open jobs in tourism in Europe. Maybe because some employers are shitty and deserve to not get their staff, but others are fine. Those who offer accomodation or good salary to pay for own accomodation, offer good working hours and predictable shifts, those can be applied to. They should pay the same as regular citizens would get. The tourism industry in Europe is in very high need for staff. Although maybe those refugees would need a good place to bring their children to, that can handle traumatized children, while the mothers are busy working.
      We should also not forget, that it's not Bulgaria paying for them, but the European Union, which Bulgaria profits from higher tax income and hopefully being able to spend that money in a wise manner. Bulgaria should treat them well and not just being interested in filling the pockets of their own industry, throwing people out, because money wasn't spend wisely.

      I actually wouldn't. My mom was a drunk and when I grew up alot of my other family were uncaring douchebags and holes I didn't want to feel indepted too
      If I couldn't have what my great grandma gave, I was always content with some sticks over the ground or borrowing somebody's fishrack who I know wouldn't mind it if they knew my was was starting another night of boom town with creepy old men I didn't want to be near. I'm sure the Ukrianians who understand Bulgaria needs the revenue appreciate a clean aluminum box during the warm yet not hot summer just as much as a seaside hotel, and I'm sure more definitely don't want to feel like either either a burden or indepted to somebody who isn't providing for the spirit

      Unknown. We did get more than Poland did. But a third of our economy is tourism. The reason they can only stay until end of May in the hotels are all the reservations made from last year. These hotels need to make money not to go bankrupt. You see what happened to Sri Lanka when tourism stops.

    When I hear about the war it's my country has failed them and isn't doing enough... Like we're all flush with cash and money grows on trees.. On the other side of the globe as well..

      They knew from their arrival that hotel accomodation is until end of May. Most seaside resorts are adjacent or close to the big cities. Mountain resorts are older and further from the cities. Hence why most refugees probably don't want to go there. Additional confusion factors are that they came to the hotels organised by ukranian tour operators whereas moving out isn't. They are more than welcome to return to these hotels from October to June. They need to make money not to be shut down. Sri Lanka went bankrupt cuz of what happened to it's tourism.

    Sunny beach is a Bulgarian resort, I have been in this resort last month and were told there are 30,000 Ukrainian refugees here. Some refugees managed to get an apartment, however it’s not enough for all the refugees that’s why most of the refugees stayed in hotels. The hotel that I stayed was $55 Canadian, most refugees can not pay $55 a night. Bulgarian are not friendly with English speaking people (sunny beach) was better then rest of the 4 cities I visited, Ukrainian seems to be welcomed with open arms, most Bulgarian speak Russian so they were communicating in Russian. All the refugees I saw were women and children, mother, grandmother.

    I have stayed in the Perla Hotel in Bourgas and enjoyed many holidays in Bulgaria. I am ashamed that Bulgaria would do that to Ukrainian refugees, l certainly will not be going there on holiday again. 😭🇬🇧😔

      It's rather the Bulgarian government who cut the payment from $22 to $8 per night...
      Maybe the hotel had no choice.

      These hotels already had reservations from last year and the accomodated are told that they will stay until end of May. They need to WORK by taking the money of british drunks in order to be sustainable.

    For more than 110 days after the war, many Ukrainian refugees from European countries have helped without reason.
    It is time for Ukrainian refugees to return to Ukraine.
    Refugees from dangerous eastern regions are also provided with temporary housing by the Ukrainian government in the west.
    The citizens of their own country should be held responsible for their own country.

      I was. Those people are not homeless. They are offered alternatives which they are not happy with. Listen to the video and check Bulgaria. It’s a poor country where their own are not rich.

    Ukraine is quite a decent state, but Russian propaganda has made a scarecrow out of it. Russian-speakers suffer from this: they are afraid to go to the western regions of Ukraine and die from Russian artillery. In the end, you can master a dozen Ukrainian words, and the Russian in the store is indistinguishable from the Ukrainian.
