It's cartridge tilting which is when you slightly pull up one side of a cart. This also can permanently damage your console &/or game so I advise not trying this ever
If I were to guess why the game keeps crashing, it'd be because one of the ROMs is corrupt or because the dev board is drawing too much power from the console and causing the console to be unstable. The Genesis/Megadrive is powered by two LM7805s which under ideal conditions would give you 10W of output power. But since the heatsink for them is just a sheet of metal, they get hot real quick and lose the ability to output their full power rating.
My theory: The chips on this card are a very, very, VERY old model. Not only that, the dev card should not work one bit on a normal sega genesis...it should give a message on the screen that tells you to insert the card in a developer console in order to test it, according to research done on the sonic 1 developer cards. Instead it bypasses this screen due to a faulty chip and therefore attempts to run the game, only the same faulty chip that lets the console bypass the screen also contains the signal to tell the genesis the proper codeset to recall as well as the 2nd primary rex-coding chip.
I have heard rumours that the amount of night and day difference is unbelievable, but I am not sure. Some dev units look very similar except for extra ports in the rear, other units are a way oversized computer tower that takes too complicated of a setup to play one game on it. It really depends.

If the error handler loops in the same address number. Type the command you always do on a MS-DOS PC to reload the rom in the dev kit.

PAL is 50Hz. NTSC is 60Hz. The game was made in NTSC at the start (i think) and then they slowed it down for PAL regions.
