If I recall correctly, an inspection of the game was coming up and the game still had some issues so the dev decided to make it so if a fatal error occurred it would send you to the level select instead of crashing. Tilting the cartage can do this as well.

Actually, since the game is on a CD, the special stage and the results screen is stored in RAM to instantly access to data of that stage, that's because Sonic CD, runs perfectly
I assume the save states contain the Sega CD's RAM at that time, which is why Sonic CD doesn't crash and continues to run normally until you try to load into a zone.

Sonic 3D Blast definitely wins due to their creative, but also deceptive crash handling. Effectively when a critical error occurs, program execution does not halt, but instead memory is cleaned up as much as possible and the secret level select screen activated. They did that so Sega QA team would not recognize these as bugs.

Because of how save states work. They just dump RAM(data holder for the game) and VRAM(sprite data holder for the game). If they didn't dump VRAM you wouldn't understand anything from the game once you loaded ANY savestate(including correct one).
