Yep, they didnt think so ahead at that time, for them story was 100% linear, there were no actual decisions from player side that could affect story, no different ending, ways to finish quest, special dialogue if you did quest in different way etc. Just plain story to follow.
You can kill him before he comes to that part of Gallery. But when you come to that part of Gallery after killing sam you can never finish the game because sam is already dead. Your new save will make game has no end anymore.
