    Duck and cover is for tornadoes or a nuclear attack warning. Duct tape and plastic sheeting is for chemical dangers. Different threats, different responses.

    I'm a retired police officer in Austin, Texas. Austin is a high tech center probably equal to California. I was sent to a first responder seminar here only to learn that the chemicals that the Tech companies and the University of Texas have stored could wipe out large portions of the area. I learned that if there is a major leak of some of the chemicals here a 15 mile radius should be evacuated. That's probably not going to happen. Head into the wind and don't stop.

      A critical thing that FEMA fails to tell people about sheltering-in-place in a well-sealed inside room is this: People can die from carbon dioxide poisoning in such conditions in a short period of time. A 5'X8'X8' room that is completely sealed will provide four adults with enough oxygen to last only about five hours.
      A far better solution is to have a system that is allows a homeowner, apartment dweller, school, day care, hospital, business, command center, etc., to easily and economically RETROFIT existing space into a shelter-in-place with an approved, filtered air supply that will protect the occupants from radiological, biological, and chemical attacks or incidents and allow them to stay protected until the danger has passed or until evacuation routes are clear--even if its several days or even weeks, depending on the severity of the event.

      I spent 6 months working a temp job at a hydrogen plant sitting smack in the middle of a town of 20k... I had to take training on how to tend to injured people inside the plant in the event of a leak or explosion... It should go without saying - if that plant had a leak or explosion, myself, every other employee and all 20k in that town would be dead before we even knew something went wrong.
      It's strange that we keep such dangerous things in close proximity to populations but there are reasons for everything.

      @@bighairyfeet My first year in law enforcement was at UT Police before I quit and went to the S.O. UT had a nuclear reactor in 1976, I dont know if it is still there. I retired in 2015.

    1:35 Eleanoria EAS Alarm. Also the Tailslandian EAS Alarm until Mid-2016, where it was replaced by the US EAS Alarm from then until March 2020, when COVID hit and a custom EAS Alarm was made up.

      That’s only for Nuclear Attacks/Wars, Explosions, and Tornadoes that happen in areas. For Shelter-In-Place warnings, it only involves hazardous chemicals/oxygen being released into the air and posing a possible threat to life where people need to take protective actions to avoid being exposed to the hazardous chemicals/oxygen.

    It's a good idea, but given an unlimited amount of money, I would go for the all purpose super shelter type thing (underground bunker, backup genny, armory, ect.)
