An animator must have miscalculated the positions of the head in time and tried to make the movement when it was too late, so that overall movement became rough. Seems like a production mistake, and it blends in nicely. It’s fine imho

This was back in the era of hand-drawn animation. CGI use was limited to only specific parts of the movie (namely all the souls during Third Impact). You see little errors like this in any hand-drawn animation.
How is that an error? Heads move, what's wrong with that? Would it be better than TV anime where it's a still frame with only the character mouth moving?
I noticed this too but it doesn't bother me. They just needed another in between frame to make the movement consistent and smooth. It's really difficult to animate dynamic shots like this one and regardless of that small jerky movement this scene is beautifully drawn and beautifully animated.
Considering the overall quality, this is inline with what’s to be expected. You can see the way Asuka moves around, her movement is very expressive and even complex. This is not the only one in the series as well. Evangelion the TV series used a lot of still frame, but then goes full blast for a few scene. That’s why the fight scenes are so well done, and some scenes are much more dramatic than others. The infamous elevator scene for example, had an extremely long still frame, followed by pretty expressive movement on Asuka’s to portray her frustration. It is very very well done, and in my opinion few studios or director was able to match its creativity and qualify for a while. It’s very hard to tell someone how great animation look and feel if they have never done any themselves, but I think shows like Evangelion who did it so well, people just like it without really realising how brilliant it was done. It’s the same case with Miyazaki’s works. His strength from visuals don’t come just from very beautifully designed character’s model, but mostly from the brilliant way things move. The spider legs movement from most of his movies were extremely satisfying. Spirited away dragon’s body who slither around like a snake with a dog’s jaw is so mesmerising to see. You don’t see that level of movement much anymore because it takes some special attention to achieve that. Even in 3D, you still have to animate the creature. Ask a 3D animator how they feel about those creatures movement, they’ll tell you how great that looked. That’s why 90s and early 2000s were magical, the level of experiment studios were willing to do was very impressive. Too bad today in small margin world, they had to squeeze everything out of the animators.

I’ve seen animation errors 10x more obvious than this on other things that didn’t bother anyone else. No matter how hard I tried I didn’t notice it until you very clearly pointed it out. I think you were the only person who noticed it bro.
The key animation for this cut appeared in the groundwork of eva movie 2 book so I can offer some explanation. Why this happens is simply, well, the key animator didn't draw how her head turn would work and just left it to the inbetweeners, its also why the length and placement of her neck kept on changing, because inbetweeners were simply interpolating between the keyframes and not thinking her head as a 3d object, usually doing this kind of thing is somewhat standard in anime since inbetweens tend to smooth inconsistencies out a little, but in this case it was a bit too noticeable to not be jarring. it also seems like a silly mistake to leave in given that its very easy to fix by simply by retaking 1-2 frames, but I guess they didn't have time and prioritized other scenes instead. It's a glass haft full haft empty situation since it wasn't bad enough to warrant doing it again but not good enough to escape heavy scrutiny.

there are a ton of comments so i don’t know if it’s mentioned. i think i remember reading that creating the “inbetweens” is a really meticulous and laborious process (watch ‘keep your hands off of eizouken’) that usually gets assigned to less senior animators/artists in a production. i’m not an animator but the sequence of shinji getting close to and moving across the “ camera” creates this effect that almost feels 3d. i remember watching a bts video on over the garden wall that showed the process of how they animated “the highway man” during his song. it has a really similar feeling to this where the character is getting really close up to the camera and sort of distorts. they were trying to recreate a similar sequence from a 30’s cartoon and they talked about how complicated and labor intensive that process was. totally spitballing here, but i could myself getting hyperfocused on nailing that potentially difficult animation sequence in this vid and then totally biffing that inbetween (actually not sure if that’s the right term but i’m going with it) i also sort of remember a similar sequence in FLCL that happens inside of the house, maybe the “killing his dad robot” scene
