Max ram I have been able to get going on the 3010 is 16gigs (PC1600). I tried 32 gigs of non ECC unregistered memory which I know works in several AMD systems and the board would only beep error codes. So this is a limitation of the board, not the CPU.
As for CPU, each and every one of the CPU's listed on this chart will work with the 3010, www.cpu-list.c...
The most powerful CPU for the Optiplex 3010 is the Xeon E3-1290v2. Why that and not the 3770k which is overclockable? It's because the Optiplex board can not be overclocked. On a z77 board, it would be much easier to take a 3770k, overclock it, do some memory tweaks, and get upwards of 4.5Ghz out of it. Since we can't do that on an Optiplex, our next step up to increase Ghz, is increase the base and turbo of the CPU which is where the Xeon chips work very well in the Optiplex. Downside, you MUST use dedicated graphics. Upside, you can squeeze just enough more out of it to beat out a stock 3770k.

flip your cpu cooler around the tubes that sit at the radiator need to be above the cpu or air bubble get stuck in the motor killing the cooler

The "pump" on this particular model, is actually inline right before the radiator inlet and outlet, it's not on the CPU block assembly. So you are saying air bubbles will get stuck in the motor which is positioned at the way bottom of the AIO?? I used Thermalright brand fans in this build. www.amazon.com/gp/product/B0BKK5388X?th=1 I daisy chained some of them, the rest are controlled by a RGB hub that leads into the motherboards aRGB port.

From what I understand the top of radiator (hoses entering/ exiting should be above cpu/cooler)
