Nice trivia there! So, seems Eggman decided to keep that tab ever since SA1 here, and despite being stalled for a very long amount of years later, had finally "completed" the real latter Eggmanland in Sonic: Unleashed (or did I get this wrong?), taking him quite a long time but he actually did it, perhaps without damaging generic places but of course what can I say? :P Also the "each animal raises and lowers stats of a Chao, so players have to watch what they give to them" reminds me of the Mags of PSO1 & 2 (who actually do the exact same thing, except that not only do Mags always stay at your side, but some can fight for you, especially in PSO2) :)
I unfortunately only have access to the DX version, so I hold out hope it gets a really polkshed port / remake one of these days. Still, this seems to track with what I've heard of the game. Wildly ambitiois and no doubt horizon-expanding for the fans who played it back in the day, despite the lack of polish. But I hadn't heard that the voice acting has different tones depending on the viewpoint character, like Tails hearing a more threatening Robotnik than Sonic. That's a really cool concept, props to Sonic Team for that.
pretty great Review, love me some Sonic
