As someone who has been to France a few times, a lot of the French people who spoke English actually did a mix of the two, practicing their English while we practiced our French.
They are nicer than you think. Just don't immediately speak English to them as if you expect them to speak it by default. Even in Paris, they were very nice to us.
Finally someone not bashing us ! Thanks ! (Even French people have huge clichés about Paris btw take what a French might say about Paris with a grain of salt)

My dad went to France when he was in high school and according to him it was Paris where most of the hate was, when they were outside Paris most French were actually really chill and liked that he and the class were trying to speak French.

The main thing is that a BUNCH of people learn french and also spanish in schools and otherwise in the UK, USA and other areas. And, when they finally go to the one place where it can be used... people reply in English.
I'm not saying the French are bad or whatever or that they need to cater to others. It's just frustrating for people who've spent years to learn languages that are not even in use in major cities of their respective countries. Especially to the point where locals straight up refuse to use French half the time if they can tell you're a foreigner.
