Great video! Even though, I have a question. Governments around the world develop several projects based on a Master Plan that is designed in order to overcome problems and issues of their society. Construction projects, fr example are developed, but none of those are isolated projects, indeed, they are designed and planed to work and perform togheter once they are operating. These groups of projects are not following a "business plan" (because it's not of interest of the goverment to profit), but can they still be considered as a "program" or "portfolio"? I'm not sure, but I believe they are still considered program or profolio. Projects can be nonprofit or governmental.
