The government did not provide proper policing, funding or training. As a result, you get unprofessional police units like this, who are made up of a few poorly trained locals and led by an old school chief who has never been held to account for his actions. But ultimately at the end of the day, these 'police' officers are still taking criminals off the streets and punishing them. That cell phone thief got some lashes which will leave superficial wounds. It's not professional at all, but it isn't like they shot him or killed him. Hopefully he learns his lesson from the beating. Someone has to be law and order in that place, and thanks to the South African government, it's these guys...
