Correct me if I'm wrong, but it seems like frigate birds have a wing design that's just a better version of what eagles/vultures have, they are faster more agile and can still soar on thermals, so why don't eagles/vultures have similar wings to them?

Birds with broad non-slotted wings like the frigatebird and albatross can't just flap their wing from stationary state and take off. They need a long runway (like airplanes) or immediately catches updraft by jumping of a cliff. They are more reliant on winds and updraft.
Eagles / vultures are more flexible. They can take off wherever (basically) by flapping their wings, and then proceed to soar.
Winds are more variable and stronger on sea, which is why seabirds can afford to have such wings. Those that soar inland cannot.
For example, pelicans also have slotted broad wings like eagles hence they can also traverse inland.

Frigatebirds mostly catch their own food, actually.
