TDC is when your #1 cylinder, Rt. first cylinder is at the top of stroke. Put your timing (light) pick up on #1 plug wire. Use soap stone to make two marks, TDC and 14* advanced of TDC. Time with spout removed, which takes the EEC off line. Firing controlled by engine mechanically. Tighten distributor down turn truck off, return spout to plug reconnecting EEC. Start vehical, the computer will make any fine adjustments to timing necessary. Drive vehical on a varied route for 20 minutes, computer will learn and adjust engine control sensors and function properly…
There's lots of question, as for the induction wire clamp, and the amount of degrees to advance; However, this video helped me to verify the SPOUT connector on my "97". So thank you, for putting this out.
Supposed to be set at 12 degrees before top dead center after the timing is adjusting your supposed to put the spout back in and you're supposed to put the timing gun on number one spark plug

The black clamp on the timing gun goes on cylinder 1, not the ignition wire
Don't you put the lead on the #1 plug wire and mark 10° ?

Try your neutral safety switch I was having that problem as well
