Sort of Elecbyte-ish theme

I didn't used the Ranking mod because RAM usage has skyrocketed again... So I've been wanting to try doing something with the bars for a while, and since I was taking some time off to "rest" because I was busy, I did this. It's not finished beyond single player mode, but I won't need any other modes anyway.
The bars animations are single elements, for the round anims interpolation was used and for the bars gauges themselves palfx was used.
