I don't think the rate changes with or without the Tesla app. The determining factor will be if you pay for the monthly membership to get reduced rates I believe.

FYI, its plug and play. No need to use the Tesla app.
yes if you want to pay more. Using the Tesla app with the Membership is cheaper, the same rate as Tesla owners would pay.
