it's bc the wheels are spinning so they have to wait until the car reaches the max speed of the gear they're in ,if they shift early the car will bog out
Fwd cars(especially older ones with small tires) spin the wheels like crazy. So you bounce off the rev limiter for half a second to stop the wheels from spinning. Some of the examples in this video are little extreme and they held it there a bit too long.
You should do a nonvtec honda comp for us nonvtec owners.

They can all change gear - or 'shift' as we seem to be calling it!! If they changed as soon as it hit the limiter, because its just wheelspin and the speed isnt high enough for the next gear, it would just bog down..... they build the speed, whilst wheelspinning. There is another argument that says these hondas might have a little bit too much power for their own good....but thats another comment. 👍🏻

when I had my built prelude I never bounced of my red limiter and still be kids who do this... it's all about throttle control to gain Max traction

I've been a Honda enthusiasts for over 20 years and I still haven't managed to stop being embarrassed on behalf of the FWD crowd when I see the type of douchbaggery most of these drivers are displaying.
There's nothing dumb about increasing your cars power output but to spend significant amounts of money upgrading your motor only to drive in a manner that wastes a significant portion of your acceleration potential is more than a little foolish. Worse yet is the fact that while putting their ignorance on full display they clearly believe that they are looking cool.
If you're tires are breaking loose under acceleration, you're going slower than you ought to be.
Either increase your cars traction, change to taller gears or show some basic driving skill and modulate your throttle input as needed to put as much power down as possible without inducing excessive wheel spin.

Wheel spin, if you shift to the next gear, you won't have the torque to keep the wheels spinning so they will slow to the actual speed of the vehicle and thus dropping the rpms way out of the power rang
