    Bit confused here. Shouldn't the first step for the PM will be to find out what caused the over budgeting and then try to find way to overcome it.

      Estimations in traditional project management or transition management is often based on fixed scope, schedule, cost & quality, since all of these factors are fixed, the project manager goes ahead & creates an estimate either based on experience working on similar project size, monte carlo analysis & add buffer in case of massive change requests, resourcing issues or whatever, you also capture this cost , schedule buffer in your risk reponse documents. Now the real question is, are you thinking about the story point estimation ? in which case, it's a relative estimaton which is based on T-shirt sizing, Fibonacci series, etc.. you never ever use acronyms such as FTE in Agile projects.. so when do we use relative estimation ? It's when we don't have a clear scope in hand , the scope can be a product, feature which has to be broken down to smaller stories & the dev usually estimates relative story points to these user stories , when you add all the story points to a given sprint minus holidays /absece = you get current velocity which is how you estimate in Agile projects. Please understand, this is a YT comment & there's a lot goes behind estimating in both waterfall & agile projects , i have just presented you a jist. Forgive my spelling mistakes which i'm sure you'll find in heaps.

    What is FT?

      FTE , mean full time employee or equivalent. 100% allocation of 1 FTE mean, 1 person needed with 100%capacity. Some time we need 50% allocation or just 10% allocation in one project. Its a Project management lingo. Hope it help
