Sir,in the 2nd question,circumcision was done with anesthesia ,penile block.then can we code 54150,its the code for circumcision with anesthesia,In 54161,is there mention the case of anesthesia?Pls reply

penile block is used in the scenario . why we select 50161 ?please explain
