I don't get it: Why use wings, when you already have sufficient lift/bouyancy? When not required for thrust, like in the case of the Manta Ray, wings indicate that the contraption needs them for lift, and being so much heavier than water is that large wings are required, is an inherently bad idea.
The problem with UUV's (unmanned underwater vehicles) is communications. Just like with a submarine, it's impossible (with current tech) to communicate with UUV while it's under water.
The Manta Ray is designed for multiple potential missions. While detailed information is limited, it will perform intelligence, surveillance, and reconnaissance tasks, including undersea mapping missions. It might also be capable of mine-hunting and mine-laying. So, while it’s not designed primarily for carrying weapons, it does have versatile roles in detecting and countering enemy activities. It remains to be seen how these capabilities will be fully utilized in practice.
It's not going to need a typical drive, why make a wing unless you need lift? It will use buoyancy give it an up or down force and glide in almost complete silence forward.

Itll probably deploy a cylinder capped on one end that it pushes into the mud, then pumps the water out allowing the ocean pressure to push it deeper into the mud. Platforms use this type of anchor all the time. Want your anchor back? Just pump water back into it and iit pops right out. However, that little water current energy harvesting flyer is pretty neat! Though one wonders why not just use an RTG..... Sure there wont be enough energy to charge and swim, but it can 'hibernate' and charge.... Also, what is its propulsion system supposed to be?
