FromSoft is Godtier in finding obscure voice actors and bring out the best in them. Only time where they dropped the ball on VA is on Sekiro. Oddly enough the cut content usually has the strongest performances, Like Shiva of the East's cut questline has some top tier voice acting. Villager from Bloodborne's cut content is pretty underrated too.

I feel like devs understood that giving players uncontrollable fits of laughter in the middle of a bossfight would be too unfair, so they cut it. Truly, a brilliant game design decision
It's a mistake to think that cut content is "missing" content due to time restraints. You're not necessarily suggesting this but it's like Deleted Scenes in films. You write a script thinking you need certain scenes and beats but once you get to the edit you realise it isn't needed. Or it wrecks the pacing etc etc. It's the game with a game. They have have recorded 6, 5, 4, 3, 2 ,1 but then when designing the fight realised the 3,2,1 just worked much better for the pacing.
This isn’t “cut content” just changed. Maybe they changed their mind on how low his health should go before phase 2. Could have been the whole healthbar then he Nihils and fills his whole bar back for phase 2.
There's a reason why it's cut, and it might not be clear to players, but the people have fromsoft have good reasons to cut the things they did. Lots of things get left on the cutting room floor for artistic and practical reasons.
He is a great boss, but I still prefer Malenia, Orphan, Ivory King, Midir, and a handful of other Soulsborne bosses. He is definitely in the top 40 though.

yea, maybe a quest line was set up where u need the purifying tear to beat him, hence this 6 nihil gimick that you maybe cant estus out of. But since not everyone would find the tear, I guess it was scrapped and nerfed.

Honestly it seems like the Mohg fight was going to play out quite differently, possibly being a two healthbar boss fight with the countdown happening throughout phase 1. That or you NEEDED the special item to fight Mohg as you have to deal with six Nihls, honestly it was for the best as while the fight is a mess as it is (bloodflame sucks so much of the fun out of the fignt), it could have been MUCH worse. It's likely it was cut not for censorship but for improving the gameplay experience.
