Even if there _is_ some kind of municipal ordinance or law that says you can't film in a (particular?) public location for commercial purposes without a permit, it still wouldn't really apply here. Those are usually written to keep people from abusing or monopolizing public land for private ventures at the expense of the greater public's access to the space. Most such ordinances are set up with the goal of maintaining safe and welcoming public spaces. You were not infringing on that concept at all by filming yourself. This is just the usual case of hammers looking for anything that might look like a nail.
There are Byelaws covering Trafalgar Square. Lewis were in compliance. You only need a free permission for larger events (should last 3 hours), filming etc. See my post 🙂
There's something wrong with the concept of placing immigrants in policing roles.
