The big concern is not repayment of the debt but rather the management of the new line. The old line was mismanaged and not maintained properly. Will this new line suffer the same fate?

And the railway only took 3.8 billion dollars, not even 1%of what your claimed. In Britain, build every kilometer high speed railway costs 0.393 billion dollars, that means 472km Mombasa-Nairobi railway could cost up to 185.5 billion dollars, equals almost 3 years of Kenya's GDP. If you want nice things, you gonna have to work harder, no one's gonna just give to you. China has been generous enough.
