If you did that and it still doesn't work, you can try and scale everything by x1000, apply transforms and then use automatic weights, because your mesh might be too dense for the automatic weight calculations to be done so it needs to be bigger. Then you can scale everything down after you're done

Didn't work for me in Blender 3.3 with some random free model, so I found out I can do this: Select object > Edit Mode > Mesh > Clean Up > Decimate Geometry > Set Ratio to 0.980 Do the parenting as usual. Hopefully it helps someone!
You solved it for me sir! I almost gave up but the tip at the end where you change the merge distance from .0001m to .001m made the difference. By the way, I didn't have to delete any vertex groups. Thar seemed a little extreme and was unnecessary in my case. Thank you!

Cheers bud, it really helped me out... I had to continue to merge by distance for a while, just enough where the model still looked intact, and the bones by weight would finally work... I think I ended up using something like a 0.0019. Also, do not forget to constantly repeat the "Clean Up > Loose" + Dissolve.. basically, trial and error... but I got there with your help, so thanks again

thanks alot bro, at 0.0001 merged 5.8k vertices but still had the issue, then i made 0.0002 and it removed additional broken 295 vertices that was hidden inside the body. then the Rig worked fine :D
everybody is so happy while I'm here staring at my monitor screen after finishing my rig working on it 16 hours a day nonstop for 9 days then deciding to change the leg model to something else and encountering this error making me realise I have to re do all of the naming seperating and the facial animations for it to not work again
