Every hero shoots THROUGH allies. There is no friendly fire innthis game. Her bullets heal allies, so, you may not always land shots on an enemy if a wounded ally is in the way.
You're complaining about a character nobody knows how to play effectively yet lmao. People are literally trying a new character out and trying to have fun. Dunno what some of you people expect but it clearly isn't realistic.

What are you talking about? Literally every hero plays like that. If the ally you’re shooting at is full health, then the bullets go through.

I go around 10-2 with 5-6k heals as lucio
