I'm not so sure of that. The P32s are very loud even in electric mode, and some might mistake it for diesel mode. I believe when diesels are run into Penn Station, they shut off the engine immediately after stopping and restart it just before the train departs.

On July 25th, while I was getting off a NJ Transit train in New York Penn Station, I heard P32AC-DM 708 running in diesel mode.

I thought ACS-64s and acela expresses only operate Amtrak on the northeast corridor!
They do sometimes run P42s in there, but very rarely.
