I picked the top one, since I figured my Lina Hawke was still a bit freaked out about the whole Anders thing, so it didn't seem appropriate. But now that I've heard it I want to go back and use it, since yeah, she's a little shit, and this would in fact be perfectly in character for her.
@HayleyOfTheFunk Nope, it happens with friendmance, too. You need to max out either his friendship or rivalry. Then once his companion quest "Alone" is completed, a new quest "Questioning Beliefs" will unlock. Talk to him at his mansion and take the flirt option "You're forgiven".
My Hawke wrote about it in her journal. Isabela read it and told Varric about it. The golfball-sized hickey on Fenris's neck was a pretty good clue, too.

If he wasn't in my party all the time, I would have maxed friendship easily, but I wouldn't have romanced him on my first playthrough, cause I would have missed A Bitter Pill. Fair trade. Anyways, when you max rivalry or friendship they get locked, so friendship and rivalry points don't matter after that.
The best one will always be the: ‘I don’t plan on dying’ ‘you better not!’ 🥰 I squeal, drool and get shivers from that everytime. This romance is the best thing about dragon age 2. 👍

@VitaliusDeos Yep. All that changes is his opening dialogue. Just make sure your friendship is maxed and that you forgive him for walking out on you in the last Questioning Beliefs quest. Otherwise, he'll just wish you victory in tevinter.
@Cajmonette Did you complete his last Questioning Beliefs quest? Since it's friendmance, it'll start off with Aveline and Varric telling him he doesn't need to stay in Danarius's manor anymore. In that scene he'll apologize for walking out on you and ask for your forgiveness. Do so and this scene will play out at the gallows.

@laadidaaaa1 The guide is wrong. I just checked with a "let's-just-stay-friends" Fenris and he doesn't need to be romanced either. Interesting enough, the dialogue is different when he comments on your choice to side with mages, but regardless, he will say that he won't abandon you. You will need maximum rivalry and the completion of the final Questioning Beliefs quest for him, else he will join with the templars against you.
@ljcooil87 How so? My main warden was a city elf warrior. She was walking around decked in heavy armor and her strength stat had broken 100. She was also a DW, but I could have easily re-speced her for 2H if I wanted. Saying elves have to be the Tolkien/Dalish style is just stereotyping.

Actually Fenris is the Morrigan option, Isabela is the Zevran option, Anders is the Alistair option, and Merril is the Leliana option. My 2 favorite romances in DAO were Zevran and Morrigan, and my 2 favorite romances in DA2 were Fenris and Isabela, so I've been consistent enough. Plus Anders isn't as much of an Alistair option in DA2 as he was in Awakening and a lot of people didn't like the way he was changed.

He'll only kiss you if you have 100% rivalry or friendship, plus the quests Alone and the second Questioning Beliefs done.
