The Marines trained him for combat. Though many people undoubtedly believe the New York subway system is a war zone, he was not in an official war zone. So I’m not sure how his training was applicable to this situation.
Penny did stop when this criminal stopped fighting. He put him in the recovery position and Neely was still breathing. There is no toxicology report yet. I personally think Penny is a hero. So do the people on the train

I take the f train as well from the first few stops into Manhattan, and I'm often scared when people get on the train acting up. So now I stay inside more unless I'm traveling with other people and I carry pepper spray.
