I suggest an algae culture in a pool under the chickens that trickles the broken down nutrients and algae culture to the pond below. It would make a great addition to a natural water filtration system that have been being developed for "earthship" homes that repurpose waste.

You're raising fish in a septic tank. That alone is pretty unsavory. Raw chicken manure (we raise chickens) has a ton of ammonia in it, and that'll result in oxygen-depleted water. The fish just swimming around with their heads out of the water is evidence of oxygen-depletion. They won't do this in a healthy environment. In the US, Maryland has severe restrictions on letting chicken waste get into the Chesapeake Bay because too much ammonia kills all the fish.
