You would have to have one hell of a water purification system, the fish would never make it without a lot more water to disapate waste and you would need to have a way to pump up the oxygen levels in the water, probably wind powered for the fish to handle that much waste in a closed system long term. Of course It depends upon how many chickens and goats we are talking about, but the size of structure suggest a lot. The fish would do very poorly in this system, unless you had a quick growing, quick harvest fish, but you would have to replace fresh every harvest, you couldn't make this self sustaining for the fish long term and you would have to clean or replace a lot of water to start over.
There's much better ways of doing this, separate pond for fish, goats in moveable fenced area and chickens in coop/run and let them free range during the day. My plan is self sustainable year around in warmer clients and you can maximize ROI, which is the key to farming.
***Laying hens for eggs, meat birds only raised for meat and rabbits would be more productive than any of what you are suggesting, if you want fish I really would suggest a separate pond to cycle fish on an ongoing basis, which means you would constantly have healthy fish of eating size.
FYI, ME: life long medium sized farmer, livestock/crops/small animals/birds and commercial fish farmer 18 ponds, 1 lake, I stock ponds for people and government, so... Kinda know a few things...
