It's not. It's a bootleg hack of The Smurfs' Nightmare.
There are two of them actually, and both feature Pikachu (with the non-Pikachu Nightmare hack having better graphics and Pokemon-related content).

Super Robot Wars 2G, for that matter. There's a lot of Chinese bootlegs that use the engine of SRW 2G for some reason, some of them actual SRW games, some of them... not.

I have the original cartridge without the Pikachu re skin ( smurf ) and no it does not suffer from slowdown for me.
At around 6:20 I just stood-up and gave Vinny a standing ovation
Vinny didn't the play the other Pokemon-skinned Smurf game hack where it looked more like a colorized Game Boy game and had Meowth reciting a corrupted version of "My Heart Will Go On" at the beginning.
Yeah, that's a real hack.

I watched literally thousands of videos in my years of browsing TH-cam. This is one of the funniest, hands down. There's just something about Vinny's commentary and the idiocy of the games that's just...I can't watch this entire video without laughing.

Wait holy shit. I had a racing game called Cartoon Network Speedway, that seemed to have the exact same engine and mechanics as that Shrek game. Is the shrek one a bootleg, or did they literally make the same game twice under different licenses?

0:03 - 0:11 Someone actually had to open Enter The Gungeon, model 2 Shotgun Kin, Paint one like a Blue Shotgun Kin, and paint the other one with the colors of Vinesauce. I commend them for taking the effort to make these out of clay. Especially the shotguns.

The Pokémon GB game is a reskin of Super Robot Wars 2G, one of the games that inspired Fire Emblem.
Actually, Fire Emblem came out first, it started on the NES in 1990, SRW2G was in '91.
If you're attempting to be pedantic, 2G came out in 95.

The first SRW was on the Gameboy in 91. Then there was 2, on the NES, also in 91 (albeit like three days away from the new year), then 3 in 93, EX in 94, 4 in 95, 2G also in 95, Gaiden in 96, 4S in 96, Shin in late 96, F in 97, Final in 98, Compact in 99, 64 in... you know I could be here all day listing release dates.
