I think N. epal insists that India must not ask for reciprocity. On one hand Nepal says that being a sovereign country India should treat Nepal as a fully sovereign country but on the other asks India not to insist on reciprocity because Nepal is a small and poor country. You can't have the cake and eat it too.
Problems with nepal should be solve in the interest of both countries , i think as a regional power india needs to solve our issues with neighbors quickly bcoz china is taking advantage our indias disputes with neighborhood and also this led to hatred for indian among common citizens. For example inability to sign tista river sharing is leading rage against india in Bangladesh so india now needs to do it quickly we have past success like we resolve border and maritime dispute with Bangladesh so we needs to be proactive.
