The one who suggests the date should pay. Period. If one party makes it clear that it is not a date but just a platonic hangout, then split the bill. If you can not afford to split the bill, either tell the other person about your financial situation, or suggest an affordable place, or don't go at all. Honesty goes a long way. Also, be respectful of the other person's time and efforts. Don't go because a date not is a free meal ticket.
