A few thoughts - as the birthplace of Marx, it is viewed in some ways as the 'birthplace' of Marxism; and, up to the point where the NSDAP dominated**, there was a strong Left in Germany (**precursor: Communists etc -> running battles with the Stahlhelm / FreiKorps, etc) + also some 'tactical' aspect to this thinking, as Revolutionary Russia would stand a better chance of surviving, where the old Great Powers of Europe were similarly radicalised - various Europeans states having done what they could to break the Revolution - aiding White Russians, and so forth - so this would certainly be a factor in their consideration. + historically, the [European] wars with Russia had invariably been driven through Poland - so, Germany was the obvious key to security. {The route was through Poland, but this state wasn't a great threat} England - state very hostile to the radical Left.
