Not sure if you know this or not, but if you use the , and . keys you can go backwards and forwards by singular frames. Its quite useful for seeing those hard ones to capture.

Blue hair animated character is Rolph from Cartoon Network's "Ed, Edd n Eddy". Not too long ago the clip from where that frame came from, where Rolph pulled apart the TV-Static to say "Hello Ed-boys", was a meme. I'm not sure what else there is to say, perhaps it's a hint that someone, or something, is trying to break the fourth wall and communicate with us, the viewer.

This video has many glitches and things that I can't quite make out. I believe that the council is corrupting the videos but I don't know why. If someone could look into this, that would be great. Blue hair animated character is Rolph from Cartoon Network's "Ed, Edd n Eddy". Not too long ago the clip from where that frame came from, where Rolph pulled apart the TV-Static to say "Hello Ed-boys", was a meme. I'm not sure what else there is to say, perhaps it's a hint that someone, or something, is trying to break the fourth wall and communicate with us, the viewer.
If this is nothing and the editor just did this to stir up talk and attention thats kinda brilliant.
