its because they are the boundaries of the scenary of the game. You cant go out further. Instead of swimming in an invisible wall they put the sharks. Very easy, but effective.
That's it, the next time I am infiltrating an enemy camp in a foreign country in my power suit and am outnumbered 1000 to 1, there's no way I'm going in the water.
