It's not Army-specific. My roommate in Hospital Corps School for the USN was a dirtbag of the highest order.
He would sleep in EVERY SINGLE morning we had class. He somehow avoided any watches whenever it was our duty section day and never showed up for sweepers either. He was the kid who would buy the stereo/laptop/console game/etc from folks who had graduated, knowing he wouldn't be able to take it to his first duty station. He had so much shit in our barracks room! Lol
He literally filled up his phone memory (this was in 06) by taking selfies in front of the mirror, and they he couldn't understand why I wouldn't lend him my phone, so he could take a selfie with it and send it to some rando girl. And finally, speaking of rando girls, he got some shipmate pregnant and literally told her on the phone (I was in the room during this conversation), "Nah, it ain't mine. I don't know why you're telling me this. I'm not going to help you at all.".
That's the kind of POS who would fall asleep on watch and get a bunch of sailors or Marines killed. No clue whatever happened to him. I'm hoping he got kicked out.

I'm in the Navy, and where I'm stationed -- at Fort Gordon -- there's a holding division for junior Sailors that are in-processing, as well as Sailors who are out-processing. However, the out-processing ones tend to be of a particular type that are almost always full of bitter sh-t about why they're being involuntarily separated. I have spoken with my chain-of-Command about the suggestion that these two groups of Sailors not co-mingle, because in-coming Sailors, fresh out of A-School, are hearing an incomplete and distorted narrative of why these other individuals are being separated... and worse, because of the rank-difference, the junior Sailors tend to look up to these negative influences.
My chain-of-Command said that the reason they continue to do this is because there is still experience and mentorship to be offered by these slightly more senior Sailors. I see the merit of that viewpoint, but it comes at a cost... and frankly, it's at a cost that outweighs the benefit, in my opinion. But what do I know?

Drill Sargent's really do have damn good memories. I failed to graduate BCT the first time because I could not get the bare minimum pushups. Went back home to finish my high school, waited to get orders to go back to BCT. Somewhere along the line the information of me needing a APFT was lost, so I was given orders to restart BCT. I showed up with everything I left with and drill sergeants saw a recruit with two green duffle bags and no personal bag. everything was confusing but the paperwork doesn't like and I had to repeat the same story to a lot of Drill Sergeants. Get to my new BCT company, still stand out like a sore thumb only to realize that I'm behind my old BCT company building. Three weeks pass with me training like everyone else, (minus drill sergeants telling me to let the other recruits answer questions and I was to help with the class) my platoon is getting smoked. I hear another DS yell, "is that Private (butchered name)?". Go to parade rest, and sound off with ," yes DS." Conversation goes on for 5 min before I was told, "as you were" my old DS started talking to my senior drill sergeant. Red phase APFT comes and goes (I passed, barely), and then my company gets our weapons. Day 1 of group and zero, I zero my weapon to find out that I'm going to AIT with the next to graduate BCT Companies.

This is a prime example of the lack of discipline that is common through out the military currently. As a senior NCO (E7) and a person that has dedicated my entire adult life to the military. I can say without any doubt, PV2 Tor is the product of piss poor political BS and the exact reason why, we need to revamp Basic Training. Yes I am "old school". When I went through Basic at Ft. Leonard Wood, (think BDU's) they instilled military discipline and the Army Values in every soldier. If you were a liability, you were discharged.
I recently attended a Basic Graduation of my nephew, not saying at which base to protect the cadre. I was shocked as to how ragtag the entire basic training company looked. People moving while at the position of parade rest and attention. Every time they were ordered to present arms, it looked like a bunch of people waiving. When they recited the Soldiers Creed, it sounded like mumbling with a couple words that were clear. When they marched, several soldiers were out of step, the rank and file looked like an accordion and overall, was a cluster F@#&.
Afterwards, I went to congratulate my nephew, several of the newly graduated soldiers were using profanity and talking about how they were going to hit the club on base. Soldiers were running around with their cell phones calling everyone and ignoring officers who were in uniform. Again, being a senior NCO, not in uniform, I presented myself (CAC) to a DS and asked him why these soldiers were allowed to openly violate regulations. His response was, according to the post commander and the commandant, they decided that while soldiers were on the parade field, for 30 minutes after being released to meet their friends and family, they were not required to acknowledge leadership or higher ranking personnel. However once the 30 minutes had expired or if they left the parade field, all regulations were in effect. So when I asked about the profanity, I was informed that they were only allowed to make a verbal correction and in a manner that would not disturb the people who were not violating regulations. So basically, they were told to tell them to "knock it off".
I honestly believe, that until we revert our basic training back to making it one of the most challenging tests of our lives, we are failing our soldiers and our country. I believe the having experienced several, the "Shark Attack" is a very beneficial and effective tool. I think that all DS need to go through rigorous training and evaluation throughout their time a DS. Meaning, they need to make sure someone is watching their performance and their peers are letting them know if they are getting beyond the scope. Most of all, every member of the military only goes through Basic once. Yes there are acceptations.
If Basic is our foundation, why build it weak and unstructured. If Basic is our initial learning when joining the military, shouldn't it be the most difficult challenge? IF we relax the standards during our Basic Training, doesn't that degrade our permanent party units moral, Esprit de Corps and our unit integrity?

I know when I went to BCT 7 or so years ago I felt underwhelmed. I went in expecting Full Metal Jacket, or at the very least to be pushed to my physical limit. Instead, and I really hate saying this, it was easy. I just had to check the boxes and the rest was dealing with being bored. A good lesson to learn for the Army, but I remember before HBL we did a division run. The thing that stuck out to me wasn't that we were going so slow my knees hurt more than my lungs, but that people were still falling out and PUKING jogging at what I think was a 13 minute/mile pace.
There was discipline from the DS's but nothing at the scale I thought it would be as a kid. Yet my BCT was still apparently leagues better than what I dub "COVID Basic". Talking to new privates who had their phones every weekend, sometimes more. How they themselves said it wasn't what they expected, it was too easy. Plus as you mentioned the discipline is just not there. It's like BCT turned into a young adult summer camp, not a soldier training program.
I really fear for these guys' well-being when the inevitable next war comes. They're being done a huge disservice, and the Army itself is going to be suffering from the gradual drag of low-quality, unprepared soldiers coming out of it. Nobody wins this arrangement except politicans, some field grade's OER, and the enemy.
On the flip side, I feel like this is deja vu. The army has a cycle of getting its shit together, then going lax, then getting its shit together again when something makes it have to.
