In game 7 of the ALDS they sign stole from the pitcher that was tipping his pitches, which was clearly different.

Instead of the 5 million fine, you lower their cap to a certain number for 2 years. You want to stay competitive then you pay the tax or you trade away players to get below the cap. So you hurt them financially or in the standings.

If so, how could Altuve have known about Chapman's pitch since they investigated the time frame for the cheating and the investigation revealed that the cheating was not going in in 2019 at all?
