This is caused by scripthook and primarly mods, your gonna wanna either delete each mod individually or delete the game, go to your rdr2 directory, and if there are still files in there and you've already deleted the game, then those files are from mods. Delete all of the files that are present so that your RDR2 directory is clean and empty. Then simply reinstall the game and you should be good to go. There is also a way to not do this but rather rename your scripthook DLL files but im still confused on how to do that.
If your on pc and you have mods installed then you need to delete your mods from you rdr2. I had the exact problem, but now my online is back after I delete the mods (except RAMPAGE TRAINER)

Nah I'm not getting rid of my mods. It's a pain in the ass to just uninstall mods and reinstall them. So I decided to Uninstall the game and reinstall it but it is still saying this error
if you can organize them somewhere in your folder like if you line them up at the bottom of the folder, you can easily just hold right click and drag all of them out in less than 5 seconds. after your done in Online, simply drag them back in using the same process.

Use a mod manager for mods, so it's easy to disable and enable them when playing single player again.

get rit of all mod folders if that does not work get rit of the whole rdr2 folder of them, your progress will save because of rockstars cloud.

i removed all the mods in my RDR2 file what do i do afterwards?
You can verify your files to make sure you did not delete a normal file, then run the game.
