I think its sweat to think that Goku went to a place no human in that world could go to. My personal head canon after watching this video is that right now, somewhere in that place, he is having a good chat with his creator, Akira Toriyama.

I believe that the Dragons like Shenron come from the realm of _Eternity;_ they are beings who transcend space and time, meaning that Goku being allowed to be there is a great-honor.

They're like all-powerful, all knowing beings from a dimension so high they are more connected with the multiverse itself. With Source. Time, space, dimensional and universal barriers do not limit them. They manifest 3rd-dimension mortal bodies out of pure light. They can will anything into existence. They're only limited by the power of the namekian that created the dragon balls through which a dragon is summoned or "channelled". The fact that namekians can channel these celestial, other-worldly beings and harness even a fraction of the dragons power makes you realise that namekians are way more divine than we would initially think. Especially since Dragon Clan members used to be on par with Super Saiyans before they became an endangered species. And even after almost total genocide the warrior types were still some of the strongest beings in the universe (Dragon clans weren't pushovers either, and still have many other divine abilities). In conclusion I'd put dragons as the closest thing to real gods. To SOURCE itself. I'd say they're close to being the only real gods in the Dragon Ball franchise. Which means that 'End of GT' Goku had ascended so high he reached their level. The fact DBS Goku and Vegeta are barely scratching "God" of Destruction levels, let alone Angel level; this just proves how much more powerful GT Goku is in comparrison.
