More about Ruja Ignatova from a Bulgarian:
So from what the Bulgarian authorities have discovered is that she had ties with the Russian Mafia and Taki (a Greek mafia boss). She probably got into some problems with them due to some very disturbing calls made by her days before the disappearance.
In Bulgaria we either think she has been killed or is living on an island.

What people don’t get about the “1 murder” people is it’s relatively rare for a “known” murderer to be free. Yes there are a lot of unsolved murders, but when police/feds feel they have the evidence needed to convict a murderer, they get them. These are people where there is enough evidence to arrest them but they can’t be found. Thats rare.

FBI deals with interstate or international crimes. Most murders happens locally or in-state which local police can handle. Once they leave the state or country, then it falls into FBI to chase them. Your local police have no jurisdiction beyond the city, county or state you live in. They will investigate the crime but the FBI still have to find them, that is why they have a "list" The list does not mean they are the most dangerous (notice the spousal murders), but people they want to get. Notice they don't have drug kingpins or serial killers. There is a reason why they don't put mob bosses on the list. They are long term investigation and don't want to show their hand that they are on to them.

A piece of garbage named Louis Francisco Soriano has recently been added to the 10 most wanted list in Puerto Rico. In my city of Rochester NY, him and his brother were involved in the BRUTAL murder of a family of 4, including a 2 and 4 year old child who had nothing to do with whatever drama was going on. They then proceeded to light the entire house on fire to try and get rid of evidence. One of the brothers were caught and arrested soon after, but Louis is believed to have fled to Puerto Rico. Rochester has become a very dangerous city, but this is by far the worst crime to have happened here in a long time. Even veteran police and first responders were shaken by it and needed therapy.

Is it just me, or does this list seem wildly inconsistent? I always assumed that the most wanted were people who could destroy lives on a large scale, like terrorists, mass murderers or drug barons. And when it gets to the gang members on the list they definitely qualify. But the first few people seem to be one time murderers, and surely there are countless one time murderers in the world? I don't see why these ones are more sought after than all the other killers out there?

That is amazing that it is on this list and that it was taken seriously. By hurting these people they hurt their own community because most left after this fearing for their lives. My friends left after that and will never return. They left their mark though helping the people and I hope that justice is served. Very sad.
