Is the extractor clip (attached to the bolt) supposed to snap onto the rim of the bullet as soon as the bolt starts to push the bullet up into the chamber and the bullet levels out, or is the clip supposed to snap on once the bolt is all the way forward against the chamber?

Bullet?? You mean case, nothing grabs the bullet when you work the action. The case rim slides up under the extractor & the extractor pulls the case rim out the chamber. The bullet is in the case.
