The reason he looks like the judge from My Cousin Vinny is because the character he is a reference to is played by the same actor, as is Herman Munster as well.
The old guy in the bar talking about the milk man is the guy from the movie pet cemetery. they used his character in the show's parody of pet cemetery and now he shows up from time to time to tell spooky lore on south park.
He was also on the Butter episode and I remember someone that used to live around the Milkman time told me a crazy old saying "that if a child doesn't look like you look at the milkman"
Bro, go skim the comments of reactors that watched any of the Rocky movies. There will be 500 comments and 300 of them will be the same piece lil nugget of trivia. The other 200 will mostly be weirdos complimenting the reactor for having so much EMPATHY. Which, apparently, is super important to these ppl. When I was growing up, we called those ppl px$$ies, but times change I suppose. And then there are usually a few dozen creepy comments left by $imps.
I think about this episode a lot. Like we have big metal doors with all these cool locks on them and big glass windows next to them. wait, so you guys actually prefer that the delivery guy just leave your packages at the door? well that explains things. for some reason I got recommended a bunch of american porch pirate-related videos a while ago that I've wondered why doesn't the delivery guy directly hand over the delivery to the client just like in our country? (and if you cant accept the delivery for whatever reason, they return it in their office and you either reschedule another delivery or personally get it there) but if you guys prefer it like that, including the risk of it getting stolen/tampered, then more power to you I guess.

He looks like the judge from My cousin Vinny because that is the same actor (Fred Gwynne) who was in Pet Sematary. That's the parody they're doing in this episode.
