The Canon 70D is usually the camera I recommend for beginners. It's a lot of bhang for the buck, great camera at a great price! If they want full frame I suggest the Canon 6D.
It's such a good camera! I've heard great things about the 6D as well. These older cameras are at such a good price point right now, and still very relevant!

Also so, very good advice telling people not to buy a APS-C lens, because as you said they will not fit full frame, and as they grow it's nice to have a large selection of lenses!

It sure is! Hm that's a tough one. Lots a questions: what's the budget, what do you need that you don't have with the 70D, what are you using it for, etc?
