Ulema have explained the hadith about being ordered to fight until people testify Allah as fighting and expanding boarders so lands come under Islamic rule not necessarily the subjects. As for jizya it's not for those who attack us. Muslims give kuffar nations 3 days to accept Islam, pay jizya or fight. Virtually all the lands umar (ra) and sahaba (ra) conquered wer no threat to Islam nor attacking Muslims land yet umar (ra) launched offensive and took it by force. Will you now claim he was wrong?
