  • Carol Dutcher, homeless and recently swept from an encampment in Rio Linda talks about how she has no place to go and how a ticket only makes it harder for her to get housed because she has no way to even appear in court on June 28, 2024. Today the U.S. Supreme Court ruled to uphold the power of governments to impose civil punishment for camping outside.

Stop abusing the poor! Rents are impossible and there are 2 year waiting lists for housing. 😮 Giving elderly people tockets for homelessness is Stupid. Blame the local law makers. We need zoning changes. Stop ignoring that housing has not kept up with population increases. Stop being Cruel.

Jobs and salaries also haven’t kept up with the cost of living.
And no, Joe Biden and the Dems have padded their own pockets and ignored Americans. The Republicans haven’t done anything either.

It really is weird dynamic that requires nuance that neither side wants to look at. Should we be jerks to immigrants and not let people come here? Of course not as our nation is built on immigrants. Still immigrants prior to the 90's had to do it without help from local, state, and the federal government. There used to be more social welfare programs to help citizens of all classes and backgrounds, which is why prior to the 90's and after the Great Depression it was rare to find people in the same situation as this woman. The messed up thing is that people will say things like we should go work the fields for farmers. Ironically many people actually would do that, but if you're white and want to work the fields it's an automatic nope. Hell try applying for a job at McDonalds in Sacramento if one is white and middle aged or older, because they won't hire you. So much hypocrisy it is maddening.

Politicians now are trying to incriminate the homeless. Talk about cruel and unusual punishment. Being poor is not a crime. Incriminating the homeless is just going to lead them to an indefinite jail sentence. I foresee a bunch of neglect, abuse, unnecessary lengthy sentences from the DoJ.
Many years ago, worked at the VA Hospital in LA where I saw a bunch of homeless and disabled Veterans living in squalor bordering the VA. The government literally does nothing to help them.
I also recall, attending UCLA Extension where I saw a bunch of homeless people nearby. I noticed all the homeless were elderly!

I have no children or family. I'm the offspring of a chronic felon and a schizophrenic. Luckily I was born moderately intelligent and resourceful and can support myself despite having lived with multiple foster families growing up. The system we have set up is predatory at every level and is designed to extract the maximum amount of money to finance expansion for the global elite. I'm screwed if I get sick and will join this woman on the streets if I'm unable to work. I think millions, maybe 10s of millions are in the same boat. The 2 clown candidates are not addressing any of the causes of this. The only one talking about real solutions is RFK but I think that Wall street will send him to be with his dad and uncle if he gains any traction. Very soon there will be little to no middle class in the US and the homeless population will be 100 times what it is now.

The criminalization of homelessness in America belongs upon the government which has created much of the issue. Available affordable housing within every community, job opportunities, social programs which address mental & emotional problems which lead to alcohol & drug abuse, etc. are the type of actions which could actually heal our nation. Ticketing the homeless only worsens the situation. 😔

Powerful. God help a society that has no compassion for those less fortunate than themselves, for God will have NO COMPASSION on them. What arrogance to deny a poverty stricken person the dignity of a comfortable spot on the ground where they still have to keep looking over their shoulder hoping to defend themselves against the next strong armed robbery, where they are feasted upon by the insects and parasites common to dogs and cats and living under conditions a hundred years in the past. These are still human beings. Our government can spend billions/ trillions on illegals from another country who has never paid a dime in Taxes. But yet doesn't use that money to house and feed the homeless. And work to build them back up and into to working world. Because once they get to a place if being homeless like this woman for example. How can she get a job if she has no clothes no way to shower. No transportation money ? They should have used all that money they spent on illegals to help the homeless like this woman. For the ones who are in drugs. That want to get clean their should be a program set up for them and a separate living quarters/ apartment building in place to separate them. This woman should not be living around all those druggies. They would be the worst about stealing. There needs to be a separation. For homeless no drug addicts and one for drug addicts in rehabilitation. I don't mean a big shelter either. If they could give illegals hotels and apartments etc .every state government funded They should build two separate housing. To help the homeless. Fir the druggies that refuse to work to get clean. Leave in the streets. For the mentally all ill. Well time to open back mental wards to house them.

It is nearly impossible to qualify for disability, but that is usually under 1200/mth and you don't get to collect both if the amt totals over 2000, you just get 1of them. Can you live on 2000/mth? And, no, if you work and total income, meaning welfare + earnings total over 2k, you lose welfare, all of it, food stamps, medical, disability.

Your black and white thinking is part of the problem. The lack of housing affordability paired with inflation will only lead to more homeless in the near future. There are many employed homeless living out of their cars just because they can't afford average expenses anymore. 5 years ago CA food stamps for a single woman earning less than 1400/month non SS or Disability income and veey minimal "expenses" was $146, then jumped to $194.
The process was a single on site form, provide your id and ss number, option for cell or in office return as contact vs mail.
Approval was virtually automatic via verifying you were real, no income over declared sums. But govt, so took say 10 days to a month.
It is provided as a debit card, automatically added to each month.
Nearly anything but alcohol and monster drinks are covered, even prepared foods in many forms.
You provide any new info on income, expenses, housing status to the same office, reverify/apply every year after first 6 months or so.
Additionally if she has mental health issues documented she can most likely be paid a larger monthly Disabilty income on top of SS.
Is it hard now? Are costs spiking? Is housing and govt programs swamped?
      Yes.
But honestly the very fact she voluntarily joined a homeless encampment is a red flag as to her being as involuntarily still in this boat and willing to accept help as this video implies.
And it being far from any public or help or services only makes that more likely.
Encampments scream DANGER GET AWAY NOW AND HIDE FROM THEM FAR AWAY FROM ANY OTHERS TOO to any woman of any age *not severely mentally ill or an addict* .
Not so much as a cluster of parked cars on a retail lot in a public area is wise if a woman alone, let alone a flimsy tent with no mean dog and a weapon always on hand- and you need to sleep some time.
That ZERO others or the detritus and fallout events are on this footage raises my own red flags as to the honesty and veracity of the narrative being broadcast.
      Question everything.
Don't let emotions control your judgement.

This is truly appalling...I saw the beginnings of this back in 1986.
I went up to Vacaville, California for work and I went to pull off to rest area and it was full it was like all these folks are tired too? I was sitting for awhile no one was moving outside there vehicles and I realized that many people where just sitting there...I left to continue my journey...to the east bay area.... that was around the time the navy base was closing - Alameda-. These folks looked to be all ages...and they where not people of color..I gasped and thought...now they do not even care about their own...but in actuality they never did. America land of the free? Home of the brave? Brave for what?
There's a small amount of time to do the correct thing....but I guess its hard to care about other people when you are knee deep in the throws of a large platter of greed....the sauce is just too savory...the vices one has are being felt more terrific. The thing is 1% .....of wealth...I know you would say oh I won this fare and square..... but damn you know people are in dire straits and the best you can do is nothing?
What about that idea you may have come too...that put you in the 1%...you can't come up with a glorious achievement that would facilitate others out of the stagnant stench they are in..... ? My even the Lords did better by their subjects to see them in housed conditions of dignity and allowed them privacy to do personal things for themselves. One thing though....enjoy yourselves its the human measure of mankind...for mankind..the score 1-0.

People who know what reagan and the republicans did to the mental health structure to put mental health patients on the streets know the truth. According to the republicans this lady should pull herself up by her bootstraps, this is republican policies in real life.

This is such a disgraceful way to increase the stress level of homeless people who are already dealing with this on a daily basis. If all the Governors from the time Ronald Reagan closed all the mental hospitals in California did something about homelessness, this would have never been in front of the Supreme Court to make the decision. I blame both parties, not just Republicans for failing these human beings. Yes, they are human beings and deserve some respect, not punishment for what they are dealing with. It just breaks my heart to see anything like this happen to them. Shame on the Supreme Court and both political parties. Come on, Gavin Newsom, do something about the homelessness in California. Do you not care about these people at all? You are a weak man if you do not act on behalf of these people as it is your job. Also, a small note regarding the deficit. What did you do with the money that was allocated for these people in California? What happened with all the fraud for programs such as Social Security Disability or EDD during Covid-19? Who dropped the ball and didn't verify applicants to those programs?

The same thing was done to indigenous people. They live on reservations. If your own manmade government won't help "We The People" then you're all shit outta luck 😢

Terrible - American throw away society; If something or someone doesn’t work how you want it, just discard… and to the person that commented “good” just remember that it only takes one event to put YOU in this situation, too!

    Unbelievable
We all in houses will be next if we dont stand up! Make it a priority to reject supreme Court history is only repeated when we dont do any thing. Food shelter love and going to the bathroom is a basic right to survival. When a baby is tossed in a trash can, its taken to get theses things and it is received with open arms not condimed for it. Where is the opened arms for them ? The love? The compassion and the safety? Every life at any stage is valued and has importance! My heavenly father come quickly these people believers or not need help. Rome has come to kill us all!
Im in a state of disbelief and it appears the time is getting closer. Shame on big government! 😮😢

do better, sacramento bee. where is the critical thinking and investigative skills??? 3+ yrs later and billions of dollars spent on the homeless crisis but the most vulnerable of them are still on the streets and your story chooses to point the finger at the supreme court alone and not question the governor of california or the numerous organizations formed to tackle the crisis?? give me a fckn break!!!
i remember that admin asst working for a non-profit created to assist the homeless in california who was being paid a 6-figure salary... to basically be a secretary!! wtf?!

This is absolutely disgusting and very scary. What is scary? Someone is so down on luck. They say I'm from the government, and I'm here to help. First destroy your shelter, who in hell believes giving her a ticket would be the appropriate thing. How do these people sleep that are able to do such an ethical thing to someone who could be their grandmothers. This is how they treat their elderly, like they are useless
