    I lived in my minivan for 3 years. I worked full time and never took a handout in any form or fashion. I bought two 6-gallon water containers from Walmart and filled them up at filtered water dispensers at $0.25/gallon. To be clear, regardless of how I lived, this did not stop the majority of society from viewing me the same as other homeless people that lived irresponsible lives.

      I have worked w the homeless for a # of years now. By the time I get them qualified for everything CA lays out for them ( didnt know re the trailers maybe thats a Sacramento thing) they bring in more per mo than I do and I worked for 39 years! Sorry but there is something wrong w that. Plus the Medi- Cal they get at no cost is far better than the Medicare I get. Again this is jacked. You are rewarded for not following the rules. One fellow I worked w is in his mid 40s NEVER has had a job, drug addict, # of jail terms.
      If they truly want off the streets its doable. Most like their no rules lifestyle and prefer to stay on the streets and CA empowers that.

      1. you WALK to the nearest groc store, 7-11, arco etc. Buy 2 gallons one for ea hand NOT a months worth. Wash rinse repeat. Do early am & late pm 2 avoid heat. I did this 4 mo when pipe burst in my house.
      2. you take the bus and repeat above. She said most r disabled . They ride free.
      3. Some have cars. Car pool sharing gas cost. Can get more than 2 gallons.
      4. Disabled get to call & ride Handi Ride free. Delivers them right to the door of Walmart.
      5. Most panhandle. They consider $40 a very slow day. Take part of that $ and call uber.
      6. Many churches do outreach & are willing to provide transportation.
      7. Some have friends left they can call 4 a ride.
      etc etc etc My sister had a saying. There are at LEAST 4solutions 2 every problem. The reality is there are many more and one solution always is to do nothing wh is their choice.
      They only see 1 solution. I am a victim and some one else has 2 do the work 4 me and DELIVER me the darn water

    You people should all be ashamed of yourselves. Judge not lest ye be judged. Not everyone who is homeless is unemployed. Sacramento has lists for people to sign up for affordable housing. These lists can have thousands of people waiting for homes. It takes years for someone to get the opportunity to get that home. In the meantime where should they go. There just aren’t enough homes to go around. This current housing market makes it damned near impossible for people to find affordable housing. People also have pets for the same reason you might own one for enjoyment and companionship. Many times an animal is the only family a person may have left. I know that many homeless people feed their animals and go hungry themselves. For many, a dog or cat may be the only thing keeping someone from killing themself. Times are so much harder these days than when I was a young person. Many Americans are 1 missed paycheck from being homeless. Prices for food, clothing, diapers, formula, cars,bus passes, gasoline have all gone up exponentially in the last 2 decades. Water is an absolute necessity, go without water for a couple days you end up hospitalized or dead in the case of our recent extreme heat. For some this will be a death sentence especially in the Sacramento Valley. When did it become a bad thing to help someone in need. Offering someone in need some water, food, shelter from the elements is the least we can do to restore some humanity back into humans. Remember, one day it could be you in their place for whatever reason and you might appreciate a warm bottle of water to rehydrate and remind you that there are people who do still care.

      So much selfish cruelty in the other responses. We no longer live in a society that allows for those to go out and homestead on their own if they can't make it in a city. All the land has been scooped up, rivers polluted, and the cost for food is astronomical.

If you can't afford water for yourself you shouldn't have an animal! That's abuse, NOT LOVE! And I think I can speak to this because I actually have been homeless and hungry. To the point where it hurts to eat. It tastes better than it ever tasted in your life but the mill doesn't go down easy and you hurt afterwards. Not that you weren't hurting in the first place. But, I do love animals more than people. I would feed my fur baby before I fed myself. But I wouldn't have taken responsibility for an animal in that situation. And, I didn't.

There's several places that will give you a piece of property. But you have to take care of it yourself and take care of yourself. They have places to go. Lots and lots of places. They just want the free hand outs while they get high. The state hopes they will kill themselves to be rid of the problem. People like that have a problem for every solution.

      Because they refuse to build low income dignified housing with plumbing. It's about class and low income and poor people are in the crosshairs. They will allow drug dealers to poison them, but fresh water is a step too far for Sacramento elites.

      Btw I do not have an ac cause mine broken and senior on very fixed income and cant afford the 6-10k to replace it. So YES I DO KNOW WHAT I AM TALKING ABOUT.
      How about you move your buns and do something instead of waiting for the " govt" to act.

Wouldnt sell you an affordable parcel to get grounded, farm, build, and leave a safe harbor for your children, family, or friends. Dont ask for a living wage.     Sacramento has money in their budget for military and paramilitary equipment but doesn't have money to help the homeless population with water? Get your priorities straight!
    People are homeless because the national landlord cartel has colluded to increase rents beyond the reach of average working people not because people are lazy.
    Yes, yes, we all know that corporate landowners are the ones making campaign contributions, so that makes them more important to the politicians than some homeless person on disability struggling to meet their basic needs in a world where inflated costs for EVERYTHING keeps them impoverished.
    Edit: I suppose it makes more sense to the politicians to pay for paramedics and emergency hospital visits for homeless who suffer heat stroke and dehydration than to provide water?

      There was a Honduran drug cartel member selling fentanyl in the Tenderloin who said police would often tell them that it was time for them to go home for the day and that they had made enough money.Not arrested but told to take the night off,This was reported in an article in the SFGATE .

    Difficult to help people who won't help themselves. They've become dependent on the city for a lifestyle created by mental illness and addiction. Yet when offered long term help, they refuse because they value their so called individual freedom. But when you look at any rehab situation, the first step is to give up your freedom to accept the regimen and control of normalcy.

      absolutely. In a camp across from out housing area on Stockton & Fruitridge, there were 100 homeless who were offered housing and rehab from TWO organizations and NOT ONT took the help.

    Ungrateful people! Be thankful for the RV trailer you received to live in. If you need water, get a hose! Do you realize those trailers cost between $12,000 and $30,000? If the state gave me an RV, I could take a vacation away from the city where ungrateful homeless individuals engage in criminal activities and create unsanitary conditions. It's appalling that the state of California finds it acceptable to expose citizens and taxpayers to this health crisis in our community. Absolutely sickening!
